St. Lawrence Seaway Development Corporation – Snell Lock Miter Gate Repairs & Painting and Eisenhower Lock Hands-Free Mooring Project, Massena, NY
Quality Control Services was awarded a Sole Source contract as a Federal SBA 8(a) Business by the Saint Lawrence Seaway Development Corp (SLSDC) to provide construction management and inspection during construction and painting operations for the Snell Lock Miter Gate Repairs and Painting in the winter of 2015. QCS was then awarded a second Sole Source contract by the SLSDC in the winter of 2015-16 to provide construction management and inspection during demolition and construction for the Eisenhower Lock Hands-Free Mooring Project. Because of the accelerated schedule due to seasonal shipping lane closure, much of the work for both projects was performed 24 hours a day.
QCS’ Project Manager thoroughly reviewed the contract documents prior to construction of both projects. In doing so, he found a number of omissions that were addressed by the SLSDC and the contractors before and during construction. QCS’ Project Manager also supervised and scheduled our subcontractors; monitored all contractor activities and safety procedures; and provided the SLSDC with RFIs and submittal reviews and extensive daily documentation.
Our PM and inspection staff monitored the steel repairs and day to day blasting, surface preparation and field painting of the upstream and downstream Snell Lock Miter Gates. Prior to painting, they mapped all cracks and defects on the steel gates so that non-destructive testing and weld inspections could determine the integrity of the existing and new welds.
For the Eisenhower Lock Hands-Free Mooring Project, our PM and inspection staff inspected during installation and load testing of the post tensioned anchors; during precision drilling/cutting and removal of reinforced structural concrete; during placement of new structural concrete and reinforcing steel; and during installation of specialized hands-free mooring equipment.
Our team strived to ensure that the work performed on both projects not only adhered to the contract documents, but was performed in the most efficient and timely manner possible. The Snell Lock Project was completed ahead of schedule and under budget. The Eisenhower Lock Project is currently in progress.
