David Nolan

Dave Nolan – President/CEO

Dave Nolan is an AMPP (Association for Materials Protection & Performance) Level III Certified Inspector. He began his career as a commercial/industrial painter with the International Union of Painters and Allied Trades. He is an expert in quality assurance, non-destructive and destructive testing, failure analysis and coating system application.

Prior to forming QCS in 2004, he held Project Management positions with several of the nation’s largest transportation authorities, including the Triborough Bridge & Tunnel Authority and The New York City Department of Transportation. His company now provides expert consulting, project management and inspection services. Dave is experienced in Department of Transportation project delivery, personnel, and procedures and has served as a Project Manager for Construction Inspection and Coating Inspection contracts in multiple ODOT Districts.

Dave is a very “hands on” company owner and works personally to maintain communication with client’s and staff to problem-solve any issues that arise over the life of a project. After fourteen years of hard work and dedication to his company, the U.S. Small Business Administration chose Dave Nolan as Ohio’s 2018 Businessperson of the Year. And in April 2019, with nominations from both ODOT District 7 and District 8, QCS was named the Ohio Department of Transportation 2019 DBE Consultant of the Year.

Traci Nolan

Traci Nolan – Executive Vice President & Chief Financial Officer

After serving 15 years as the Clerk of Council for the City of Fairview Park, Ohio, Traci Nolan joined the administration team at QCS in November 2012. She now serves as Executive Vice President and Chief Financial Officer. Her experience in municipal government and financial management provides a solid foundation for her duties with QCS.

Traci manages all company finances including general accounting, budgeting, financial planning and investing. She oversees human resources, implements employee benefits and works with Dave Nolan in establishing employee policies and implementing the company business plan. She is also tasked with establishing the annual budget and provides oversight to ensure the company complies with the financial regulations and legal requirements inherent in government contracting.

Ray Bencivengo, PE – Senior Vice President

Ray Bencivengo graduated from the University of Cincinnati with a Bachelor of Science in Civil Engineering in 1983. Following his degree, Ray worked for the Ohio Department of Transportation (ODOT) for 30 years and managed over 350 construction projects between 1991 and 2011. Ray was selected by the Director of Transportation to serve on a committee to set standards for employee training, contractor qualifications, contractor evaluations, and specification revisions, which developed into the Six State Survey of Construction Administration Practices and Procedures. After ODOT, Ray was hired as a Construction Services Manager for a national consulting firm working on the planning and design phases for many large transportation projects performing value engineering and constructability reviews.

Currently, as the Senior Vice President for QCS, Ray manages task order and stand-alone construction contracts. Additional duties include establishing proposal teaming arrangements, meeting with potential clients and preparing proposals. His unparalleled experience and working knowledge of construction procedures and specifications is the reason Ray is often selected as a Dispute Review Advisor and Partnering Facilitator for ODOT project disputes.

Scott Slack, PE – Chief Engineer

Scott graduated with a Bachelor of Science degree in Civil Engineering from the University of Dayton in 1985. He is registered as a Professional Engineer in Ohio and Kentucky and has over 40 years of construction field engineering experience. Scott came to QCS in 2020 after a career as a Project Engineer with the Ohio Department of Transportation’s District 12 Construction Department, where he managed over $385 million worth of work in 35 years. He gained experience in design-build projects, value engineering change proposals, and constructability reviews.

As the Chief Engineer at QCS, Scott is focused on employee staffing and development, project pursuits throughout Ohio and Kentucky, and project management. Scott’s is currently working on projects for the Ohio Department of Transportation, Ohio Turnpike and Infrastructure Commission, Lorain County Engineer’s Office and other public agencies in northeast Ohio. He also performs Partnering Facilitation for both ODOT and the Ohio Turnpike on various projects with those agencies.

Matthew Pawlak, PE, MBA – Vice President – Business Development

Matthew Pawlak graduated with a Bachelor of Science in Construction Engineering Technology and a Master of Business Administration from the University of Toledo. He is registered as a Professional Engineer in Ohio and has over 25 years of construction experience. Matthew has worked on a wide variety of roadway, bridge, utility, rail and vertical construction projects in multiple states. He has provided construction engineering and management services on projects which have ranged in cost of approximately $1 million to mega-sized projects over $250 million.

As the Vice President at QCS, Matthew is focused on business development, employee staffing and project management working closely with the other company managers. Key clients he is currently working with include the Ohio Department of Transportation, Cuyahoga County Department of Public Works, Lorain County Engineer’s Office and many other public agencies in northeast Ohio.

Steve Mileski – Marketing Director, Materials Testing Manager & Lead Inspector

Steve Mileski graduated with a Bachelor of Science in Geology from Kent State University and has 30 years of experience performing geotechnical investigations, project management, field supervision, construction inspection, materials testing, and laboratory testing on numerous transportation projects. Throughout his career, he has helped design the following for ODOT projects: deep and shallow foundations for bridges; pavement sections; embankments; and reinforced slopes. For construction projects, he has performed inspection, compaction testing, and concrete testing for a variety of projects including bridges, highways/roadways, slopes and
embankments, buildings, airport taxiways/runways/aprons, wastewater and water treatment plants, retaining walls, parking lots, and sanitary sewers for ODOT, County, Municipal and Federal entities.

Steve leads the Marketing efforts at QCS, and he oversees the On-site Materials Testing services consisting of density and concrete testing. Steve also fills in roles as a Lead Inspector and is ODOT Prequalified as a Project Inspector, Structures Inspector, Coatings Inspector, Soils & Aggregate Inspector, and Traffic Signal & Lighting Inspector.

Karen Parks – Office Manager

With over 30 years of experience in the financial services industry, Karen serves as QCS’s Office Manager. She has a deep understanding of the company’s operations and financial management. In her role, Karen helps keep the office running smoothly by handling key tasks like preparing contract invoices, processing payroll, managing employee benefits, and supporting the day-to-day operations. In addition, Karen also offers her support to the project management team wherever needed using her knowledge and dedication to help ensure that everything operates efficiently, as part of the team whose main goal is to deliver great service to clients.
